Funeral services will be held at 1:00 PM – Monday, December 23, 2013 at the Blake-Buchanan Funeral Home in Newton, IL with Jim Suits officiating. Burial will be in the Westlawn Memorial Park Cemetery in
Newton, IL with full military rites by the Jasper Post #20 American Legion. Visitation will be held 1 hour before the service. In loving memory of Joel, memorials may be made to DaVita of Effingham.

Joel Leon was born on September 14, 1931 in Union County, Illinois the son of Charles Robert and Rosie (Volner) Winn. He married Bettie Robertson on June 29, 1958 and she survives. Joel served his country in the United States Army during the Korean War from 1952 to 1953. He was a graduate of Southern Illinois University in Carbondale. Joel retired from the Illinois Department of Human Services having worked as a Superintendent for many years. He enjoyed working crossword puzzles, reading the newspapers and collected furniture, pottery and antiques.
Joel is survived by: Wife of 55 years – Bettie Winn of Newton, IL 2 Children – Joey (Karen) Winn of Newton, IL Michelle (Rick) Wolfe of Casey, IL 6 Grandchildren - Justin Winn; Jason (Jaime) Winn; Jared Winn; Creighton Wolfe; Brogan (Kelsey) Wolfe and Ashtyn Wolfe. 5 Great Grandchildren 1 Brother – Don Winn of Florissant, MO 3 Sisters – Lucille Lambert of St. Louis, MO Esta Rogers of Florissant, MO and Roberta (Jim) Suits of Hopkinsville, KY
